Modular & Housing

Buildings delivered at the speed of need.

Providing flexible funding to support the delivery of affordable homes, temporary accommodation and essential public sector buildings, all enabled through Modern Methods of Construction (MMC).

Why modular

Modern Methods of Construction change what public bodies can afford, and how fast they can build.

Modular and relocatable buildings are delivered faster than traditional construction, at predictable cost and to high energy-efficiency standards.

Our funding structures create payments aligned to budgets, delivery milestones and asset life, so organisations can act on urgent need without waiting for capital allocations.

Our approach is designed to help organisations respond to urgent demand while delivering high-quality, sustainable and cost-effective buildings at pace.

Faster delivery

Programmes completed in months rather than years compared with traditional construction.

Lower upfront capital

Minimal or zero initial outlay, with payment schedules aligned to budget cycles.

Cost predictability

Contracted rentals over known periods, supporting planning and risk management.

Sustainability

Energy-efficient buildings that support the UK's environmental commitments and reduce operating costs.

What we fund

Three areas of urgent national need.

Housing

Affordable Homes

Rapid delivery of high-quality, energy-efficient affordable and key worker homes that address housing shortages while supporting long-term community growth. Over 1.3 million households* are on waiting lists for social housing in England alone.

Temporary Accommodation

Safe, family-friendly temporary housing that helps local authorities meet urgent need. Council spending in England on temporary accommodation reached £2.8 billion in 2024/25; long-term leasing of relocatable modular units offers a faster, more cost-effective response.
